We really need to expand this page. Particularly with unnamed members of the Council of Twelve during the series, particularly the ones played by Norman Stuart in SOASW and John Williams in WOTG, P1&2 (Sire Montrose).

I will caution against the "Montrose" thing. The only evidence I saw is from the novelization for that episode, unless it's in the script (or in a deleted scene)?
